Fines
By far the most common penalty for crime is the imposition of
a fine. Some offences are punishable only by imprisonment, but
the majority are punishable either by imprisonment and/or a
fine, or by a fine only.
A fine is a suitable penalty for an offender who is not a ‘criminal’,
but is a dangerous penalty to impose on a person of very limited
means, who might be tempted to commit further crime to raise
the money to pay the fine. Fines are also of limited value as
penalties where they are of small amounts; this applies particularly
to fines imposed for minor traffic offences, which are looked
upon by some people as part of the running cost of a car rather
than as penalties for the infringement of the criminal law.
